STRATEGIC AIR ENGAGEMENTS IN THE INDIAN OCEAN REGION : COOPERATION, PREPAREDNESS AND REGIONAL STABILITY

            In an era characterized by interconnectedness and the dissolution of isolationist tendencies, regional collaboration has emerged as a compelling solution across defence, security, economic, and cultural domains. Within the current geopolitical landscape, this collaborative trend has gained unprecedented strength, offering significant opportunities and potential through resource and capability sharing. Interoperability has, in turn, opened numerous avenues for both state and non-state actors to align around common national interests. In this contemporary context marked by geopolitical shifts, the Indian Ocean Rim (IOR) takes center stage, not merely as a theater of economic and strategic interests but as a crucible for forging collaborative solutions to global challenges. The geopolitical importance of the IOR has grown exponentially, exerting profound influence on global affairs. A recent study highlights the multifaceted significance of the IOR, spanning economic, strategic, environmental, and diplomatic dimensions. As a nexus connecting Asia, Africa, the Middle East, and Australia, the IOR holds a critical position in international trade, facilitating the movement of goods and energy resources. The economic dynamism of Indian Ocean Rim nations, fueled by flourishing ports and marine commerce, positions the region as an economic powerhouse with far-reaching implications. Moreover, the IOR's significance is underscored by its role in preserving the security of Sea Lines of Communications (SLOCs), representing 70% of the world’s SLOCs. Key maritime chokepoints heighten the strategic importance of the IOR in maintaining the security of these vital communication routes. Diplomatically, the IOR serves as a platform for fostering dialogue, collaboration, and conflict resolution. Multilateral forums and regional organizations within the IOR framework play a pivotal role in addressing shared challenges, promoting stability, and shaping global governance norms.

            In the midst of a complex and competitive global landscape, the IOR has evolved into a dynamic platform that caters to diverse global interests. This notable expansion of focus in comparison to prior decades is particularly significant in today’s competitive and intricate environment, where numerous nations find themselves drawn both inward and toward the vast expanse of the IOR. The result has been the emergence of expanded organizations, both geographically and cooperatively, such as the IOR Association. This association eagerly explores the myriad dynamic and ever-evolving opportunities within the region. This evolution underscores the critical role played by the Air Forces of IOR countries. Their responsibility extends beyond ensuring regional security to safeguarding the national security of individual states through the strategic application of Air and Space Power. The demands on these Air Forces include maintaining profound vigilance, readiness, and swift response capabilities, not only for individual national security but, more significantly, for regional security through the effective application of Air and Space Power. However, amidst the backdrop of a global and regional economic downturn and the rise of various forms of non-traditional threats, conflicts of interests between countries, and the world grappling with the consent and discord of those interests, challenges and threats have become increasingly complex and heterogeneous. In response to such intricate situations, which are anticipated to become even more complex in the future, Air Forces in the IOR are naturally called upon to be exceptionally well-prepared for the challenges ahead. This emphasizes the urgent need for a profound and robust Air Forces strategy that can leverage Air and Space Power in shaping a resilient tomorrow.

While undeniably challenging, this achievable task can be addressed through exploration of various prospects, as outlined in the following sub-themes:

  1. Plenary Session: Air Power and Strategic Stability in the Indian Ocean Region: Shared Responsibilities in a Changing Security Environment”. Following key areas are suggested to be focused in this session;
    • Strategic air presence versus escalation
    • The role of air power in regional confidence-building
    • Collective responsibility for stability
  2. Thematic Session 1 – Cooperation: Enhancing Air Cooperation in the Indian Ocean Region: Interoperability, Exercises and Confidence-Building”. Following areas are suggested to be focused in this session;
    • Bilateral and multilateral air engagement
    • Combined training and exercises
    • Air-to-air and air–maritime coordination
    • Confidence-building measures (CBMs) and professional military exchanges
  3. Thematic Session 2 – Preparedness: Air Force Preparedness for Contemporary and Emerging Challenges in the Indian Ocean Region”. Following areas are suggested to be focused in this session;
    • Readiness and force generation
    • ISR, airlift, SAR, and logistics
    • HADR, disaster response, and contingency operations
    • Capacity building for smaller air forces
  4. Thematic Session 3 – Stability & Security: Air Domain Awareness and the Role of Air Power in Maintaining Regional Stability”. Following areas are suggested to be focused in this session;
    • Air surveillance and maritime–air integration
    • Information sharing and coordination
    • Air safety, freedom of navigation (airspace), and deconfliction
    • Preventing miscalculation and unintended incidents
  5. Thematic Session 4 – Future-Oriented: Emerging Technologies and Their Impact on Air Operations and Stability in the Indian Ocean Region ”. Following areas are suggested to be focused in this session;
    • UAVs, RPAS and UAS
    • Space-based ISR
    • Cyber and information domains
    • AI-enabled decision support
